Xenophobia and Civil Unrest in the Overstrand (ICC Update: 5 June 2026)

At this morning’s Integrated Command Centre (ICC) briefing, authorities provided an update on the situation across the Overstrand. Management from Hermanus Provincial Hospital, local clinics and the Overberg District Municipality Health Services were also invited to attend as part of a proactive approach to ensure all relevant stakeholders remain coordinated, informed and prepared should the situation escalate.

Health officials indicated that diarrhoeal disease outbreaks remain a concern whenever large groups of people are accommodated in temporary facilities. To help mitigate this risk, Overstrand Municipality has procured additional sanitation and hygiene products for use at the various halls and shelters currently accommodating displaced persons.

The latest figures for displaced foreign nationals accommodated at municipal and community facilities are:

  • Kleinmond Community Hall: 90
  • Stanford Community Hall: 115
  • Gansbaai Tourism Hall: 117
  • Gansbaai Mosque: 95

Gansbaai

In Pearly Beach, a group of approximately 100 people were moving through the area and conducting door-to-door visits.

  • The group dispersed at approximately 10:00.
  • There are reports that door-to-door visits may resume at approximately 17:00.

Instigators

SAPS reiterated that individuals cannot be arrested merely for knocking on doors or moving around in public spaces. However, where there is evidence of intimidation, incitement or instigation, SAPS may take action. Any complaints relating to intimidation or unlawful conduct must be reported to SAPS by the affected individuals.

SAPS has requested information regarding suspected instigators, including names and places of residence/or town resident, so that the information can be forwarded to Crime Intelligence for profiling and further investigation.

Hermanus

A key concern raised at the ICC briefing was the bail application of a taxi driver appearing in the Hermanus Magistrate’s Court today. Authorities anticipate that supporters may gather at court proceedings.

Colonel Gustav Tamboer from Hermanus SAPS confirmed that all operational arrangements are in place, including escort and public order policing measures. The matter is being closely monitored and has been identified as a priority area.

  • At 10:00, no groups had gathered at either the Zwelihle Sports Ground or the taxi rank.
  • Authorities remain hopeful that the situation will remain calm and peaceful.

Public Order Policing (POPS), SAPS members from neighbouring stations, together with Overstrand Municipality’s Traffic and Law Enforcement officers, are maintaining a visible presence and monitoring developments throughout the area.

Legal Foreign Nationals

Many residents have expressed concern regarding documented foreign nationals who are legally residing and working in the area.

Authorities emphasised that foreign nationals who are legally documented cannot be deported or forced to leave. Any decision to relocate remains voluntary. Individuals who choose to remain in the area may do so, provided their documentation is in order and no alternative accommodation will be provided for them.

Requests for safe spaces

The municipality continues to receive enquiries, particularly from homeowners and employers, regarding safe accommodation options for foreign workers who may feel unsafe returning to their homes.

Where possible, affected individuals are encouraged to make private arrangements through family, friends, employers or community networks. The municipality continues to assess available options while balancing the demand for emergency accommodation and the availability of municipal facilities.
