Understanding the 1st Supplementary Valuation Roll 2025/2026

There appears to be some confusion, as a number of residents have searched through the 1st Supplementary Valuation Roll for the 2025/2026 financial year and could not find their erf numbers.

The current notice relates to the 1st Supplementary Valuation Roll for 2025/2026, which is now open for inspection. Unlike the General Valuation Roll, not all properties will appear on a supplementary roll – only those properties where relevant changes have occurred.

Here is a brief explanation:

The General Valuation Roll (GVR) is a document that contains the municipal valuations of all registered properties within the Overstrand municipal area. It is used to calculate the property rates that owners are required to pay. Property rates are levied as a cent-in-the-rand based on the market value of the property as reflected in the valuation roll. The current General Valuation Roll was implemented on 1 July 2023. Property owners are reminded that the date of the next General valuation is 2 July 2026 for implementation on 1 July 2027 (Overstrand Municipality has a 4-year valuation cycle)

A Supplementary Valuation Roll is compiled to update the General Valuation Roll and is undertaken during each financial year. Its purpose is to reflect changes such as corrections, omissions, subdivisions, consolidations, rezoning, township development, building alterations, new construction, or any other exceptional circumstances that may affect a property’s value after the main roll has been published.

Section 78 of the Municipal Property Rates Act applies and sets out the circumstances under which a supplementary valuation must be conducted.

The 1st Supplementary Valuation Roll for 2025/2026, as well as the objection forms, can be downloaded from the municipal website: https://www.overstrand.gov.za/property-valuations/. Whilst this is a supplementary valuation roll for 2025/2026, the date of the valuation remains 2 July 2022 which is the date of the last General Valuation and this date is reflected on the document on the website. The closing date for objections is 31 May 2026.
