The Overstrand Municipality hereby informs the public of the availability of the 1st Draft Scoping Report for the proposed formalisation of the Schulphoek Informal Settlement (also referred to as the Upgrading of Informal Settlements Programme, or UISP) in Zwelihle, Hermanus.
The Draft Scoping Report identifies potential environmental impacts linked to the proposed project and explains the process for public participation, allowing all stakeholders and interested and affected parties to submit comments as part of the Environmental Process.
ASLA Construction, the Implementing Agent for the Overstrand Municipality, has appointed Guillaume Nel Environmental Consultants (GNEC) to carry out the Scoping and Environmental Impact Assessment (EIA) process in terms of the National Environmental Management Act, 1998 (NEMA).

Comment period
The public participation period runs from 14 November 2025 to 8 January 2026. Written registration forms and comments must be submitted to GNEC by close of business on 8 January 2026.
