Overstrand Municipality encourages active community participation and invites members of the public and community organisations to attend these important sessions. Ward Committee meetings are official public participation structures under local government legislation and are open to everyone. Your involvement in these meetings helps shape the future of your community.

Please contact your Ward Councillor or Ward Committee Member to obtain the agenda and minutes of the meetings. This will ensure you are well-informed about the discussions and decisions that impact your area.

WARD COMMITTEE INFO

Ward Committees can only be maintained – and even improved – if the community is involved in the election and functioning of ward committee members.

Ward Committees are regarded as vehicles for promoting good governance at the local government level by participating in the planning, budgeting, monitoring, and evaluation of programmes and projects.

A Ward Committee consists of the Ward Councillor and no more than 10 other individuals elected to represent organisations, sectors, or geographical blocks residing within the boundaries of the specific municipal ward.

In light of this, it is important to elect the right individuals who are well equipped to fulfil their responsibilities.

What Ward Committees do and how they work

  • The ward committee system promotes participatory democracy by inviting residents to take part in:
  • Preparing and implementing the Integrated Development Plan (IDP)
  • Setting up a performance management system
  • Preparing the annual budget
  • Making strategic decisions about municipal services
  • The Ward Councillor, as a representative of the Council, must chair the ward committee.
  • The Ward Councillor should consult the ward committee on matters affecting the community for inclusion on the council agenda, but the committee cannot direct how the councillor votes.
  • Ward Committee Members must report back to their constituencies (organisations, sectors, or geographical blocks) at least once every quarter.
  • Overstrand Municipality encourages community participation and invites members of the public and community organisations to attend these important sessions. Ward Committee meetings, which are official public participation structures under local government legislation, are open to the public.

WARD COMMITTEE ELECTIONS

Only registered voters, whose names appear on the voters roll for the particular ward are invited to participate in the ward committee elections representatives of:

  • ORGANISATIONS: Representing a specific interest of the community resident in the particular ward, for example youth, women, religious grouping, ratepayers associations, etc.
  • SECTORS: Representing a broader scope of similar interests (umbrella body/structure) of the community for example, Sport & Recreation, Health & Welfare, etc.
  • GEOGRAPHICAL AREAS: Represents the interests of an identified geographical area (e.g. neighbourhood, extension, village) in a particular ward.

Organisations or sectors eligible for election must have been active in the respective ward for at least six months and must have a constitution and hold regular meetings.
