The Municipality wishes to update residents regarding the constructive outcomes of recent community engagements facilitated by the Western Cape Minister of Local Government, Anton Bredell, his Head of Department (HOD), Graham Paulse, Overstrand Executive Mayor, Archie Klaas, and the Municipal Manager.
As a result of these discussions, several key agreements have been reached to address the concerns raised during the protests earlier this month.
Specifically, the Municipality will remove the auxiliary tariff on electricity for accounts in arrears, ensure that water meters for affected households are restricted rather than blocked, and initiate a comprehensive review of the indigent and credit control policies. This review is an extension of Council’s ongoing efforts to support ratepayers facing difficulties with the affordability of current basic services tariffs. Additionally, an evaluation of outstanding municipal debt is under way to determine its recoverability, thereby empowering Council to make informed decisions regarding potential debt write-offs.
It is important to note that policy revisions are a deliberate process and cannot be implemented overnight. A detailed report on proposed changes will be presented to Council in September 2025. Subject to approval, implementation will follow as swiftly as possible.
While we acknowledge the impatience surrounding the pace of progress, we emphasise the importance of making thoughtful, data-driven decisions that will best serve the majority of our community.
We further urge all residents to verify information about service delivery directly with the Municipal Manager’s office. It has come to our attention that misinformation and rumours – sometimes deliberately spread – are circulating within certain communities, notably in Ward 2 following recent protest actions. Please ensure that all information shared or acted upon is credible and accurate.
