Overstrand Municipality has noted reports circulating on social media claiming that the proposed Overhills Upgrading of Informal Settlements Programme (UISP) development in Kleinmond received Environmental Authorisation on 5 October 2026.

The Municipality wishes to clarify that, to date, no Environmental Authorisation has been issued for the project. The source of this information is unknown, and it did not originate from the Basic Assessment process or from any communication issued by the project team.

Guillaume Nel Environmental Consultants (GNEC), the independent Environmental Assessment Practitioner for the proposed Overhills UISP Development, has confirmed the current status of the project.

The Basic Assessment process in terms of the National Environmental Management Act (NEMA) and the EIA Regulations, 2014 (as amended) is still underway. Specialist and technical studies are currently being updated, and the project team is consulting with the relevant government departments to ensure that the proposed development is both viable and environmentally sustainable.

All comments received during the previous public commenting periods have been recorded.

These comments are being considered as part of the ongoing assessment and will be responded to in the updated Basic Assessment Report.

The public will have the opportunity to comment on the updated Basic Assessment Report and supporting specialist studies once they are available. All registered Interested and Affected Parties will be formally notified of the decision of the Western Cape Department of Environmental Affairs and Development Planning (DEA&DP) once it has been made, together with their right to appeal.
