Motorists are reminded that motor vehicle licences must be renewed annually before the expiry date to avoid late licensing penalties and arrears. A 21-day grace period is allowed after expiry, calculated from the date printed on the current licence disc.
A renewal notice can be presented via phone by providing the notice number on the SMS you received to get your disc (no need to present ID or print the renewal notice).
Residents can renew their motor vehicle licences at the Overstrand Traffic offices in Gansbaai, Hermanus and Kleinmond. Alternatively, to save time and avoid queues, payments can be done via electronic funds transfer (EFT).
The cost of a motor vehicle licence depends on the category, description, and tare (weight) of the vehicle.
It is important to pay the correct amount into the Overstrand Municipality’s primary ABSA bank account and use your vehicle registration number ((e.g., CEM12345) as the reference. Payments with incorrect amounts or reference numbers cannot be processed. Once the payment reflects on the Municipality’s bank statement, the vehicle licence will be issued. Please allow 3 to 5 working days for processing. When collecting the disc, bring along proof of payment. You are welcome to call the relevant traffic office to check whether the disc is ready for collection. When applying for a motor vehicle licence, and the vehicle is registered in your name, you must provide your original identity document or a certified copy not older than three months. Proof of residential address is also required – typically a municipal utility account. If the utility bill is not in your name, the account holder must provide an affidavit confirming that you reside at the address, and the utility bill must be attached to the affidavit (or you can collect a standard statement affidavit at the traffic department). The affidavit then needs to be stamped at SAPS. Both the affidavit and proof of address are required, or if someone else is involved, that person must also provide their ID. If you live in an informal settlement, you must submit a letter from your ward councillor, with an official date stamp, confirming your residential address.
If someone else is collecting the disc on your behalf
They must bring:
- A letter of authorisation stating the vehicle registration number and the authorised person’s full name and surname. The letter must specify the transaction to be performed and authorise signing of all necessary forms. Alternatively, you may collect a ‘permission template’ at the office.
- A certified copy of your ID
- The ID of the person collecting the disc
New ID requirements
Although the official notice from the Western Cape Provincial Government regarding ID requirements is still pending, Overstrand Municipality has already begun implementing the new rule.
From 1 October 2025, only original identity documents, driving licence cards (copies of both sides), or certified copies dated within the last three months will be accepted. Photocopies or photos of ID documents on your phone will no longer be accepted.
Office hours
Traffic offices in Gansbaai, Kleinmond, and Hermanus are open Monday to Thursday from 08:00 to 13:00 and again from 13:30 to 15:15. On Fridays, offices are open from 08:00 to 13:00 and 13:30 to 14:15. The Hermanus traffic office remains open during lunch and will also open on the following Saturdays: 11 and 25 October, as well as 8 and 22 November 2025, from 08:30 to 12:00.
