Who qualifies?

Retired and disabled persons may qualify for a rates rebate based on their gross monthly household income. To be eligible, the property owner must:

  • Be a South African citizen.
  • Occupy the property as their primary residence. If the owner cannot do so due to circumstances beyond their control, their spouse or minor children may meet this requirement. Absences of up to three months per year are allowed.
  • Be at least 60 years old or receive a state disability pension.
  • Have a total monthly household income not exceeding R18 640 (2025/2026).
  • Own only one property.

Usufructuaries (holders of a right of habitation), and executors or administrators of deceased estates may also apply. They must provide an affidavit or a letter from the Master of the High Court as proof.

“Gross monthly household income” includes earnings for all persons normally residing on the property, from salaries, wages, pensions, grants (stipends), dividends, interest, rental income, board and lodging, capital deposits, investment returns or disability income.

If you meet the criteria, submit the completed application and supporting documents to enquiries@overstrand.gov.za or hand them in at your nearest Overstrand Municipal office.

Deadline for applications is 20 July 2025. Late applications may be accepted until 30 September, as per the approved Rates Policy.

Please note: Submitting an application does not guarantee approval. The Municipality may refuse or withdraw rebates if false or misleading information is provided and may take legal action to recover amounts granted in error.

Rebate applicable:

Pensioners and disabled persons approved under Overstrand Municipality’s policy may qualify for the following rebates. The rebate percentages and amounts apply from 1 July 2025 to 30 June 2026.

  • 100% rebate if gross monthly household income is R4 660 or less (equal to 2 × state pension)
  • 70% rebate if income is R9 320or less (4 × state pension).
  • 40% rebate if over 60 and income is R18 640or less (8 × state pension).
